Early Retirement Policy for OUHCOM Semesters

Purpose 

A tenured OU-HCOM faculty member eligible for retirement under the State Teachers Retirement System (STRS) or the Alternative Retirement Plan (ARP) and wishing to continue to working part-time may elect to do so under the early retirement policy, per the Ohio University Faculty Handbook Section III, R (http://www.ohio.edu/facultysenate/handbook/).

All OU-HCOM faculty enrolled in the early retirement program will be expected to follow this plan and no faculty will be grandfathered under any previous plan.

Workload Expectations

During early retirement, the faculty member will be permitted to work up to four months or approximately 1/3 of annual academic workload (teaching/research/service). The distribution of the academic assignments will be determined by the faculty member in discussion with his/her academic Department Chair and after consideration of the needs of the department. As with all OU-HCOM academic assignments, assignments may include teaching, research, or service as deemed appropriate by the Department Chair. The faculty member, after approval with his/her Department Chair, may choose to fulfill his/her obligation during summer. The workload expected of the OU-HCOM faculty member during their assigned four months will be approximately a third of their annual academic workload or, if pre-approved, the equivalent time over a longer period.  Any special workload arrangement for faculty members working under this policy must be pre-approved by the department chair and dean.

After the Department Chair and the faculty member have decided on the academic assignment, a copy of the agreement is to be sent to OU-HCOM HR. 

Workload Calculations

1.      For an OU-HCOM faculty person who is on Early Retirement and not practicing clinically, workload  for his or her four months (or approximately 1/3 annual academic load) will be figured as follows:

a.   Teaching/Research/Service effort per 1 ER FTE: 16 wks (4 months)/yr x 7.5hr/day x 5day/wk = 600 hrs/FTE

2.   For an OUHCOM faculty person who is on Early Retirement, but retains clinical practice, the workload for his or her four months (or approximately 1/3 annual academic load) will be figured as follows:

a.   Teaching/Research/Service effort per 1 ER FTE: 16 wks (4 months)/yr x 7.5 hr/day x 5day/wk = 600 hrs/FTE x % dedicated to academic time = academic hours for semester (academic percentage not to fall below percentage of time at retirement). 

  1. For example for a 40% academic commitment with a 60% clinical practice ER workload would be 16 wks (4 months)/yr x 7.5hr/day x 5day/wk = 600 hrs/FTE x .4 dedicated = 240 academic hours for semester

Note:  For either example above, time will be prorated as appropriate if special workload is negotiated.

Compensation 

The standard arrangement will be that the faculty member works the equivalent of four months of the specified departmental academic load for four months of the annual base salary. What constitutes the four-month equivalency should be flexible enough for a department to support curricular innovations. In subsequent years, the salary will be adjusted according to University policy by the average percentage increase afforded the Group I faculty as a whole.  If a faculty member is approved to fulfill his or her early retirement term time over a longer period, compensation would remain at the four-month rate and would be paid only during the faculty members early retirement term. Any special financial arrangements for a faculty member teaching under this policy must be approved by the OU-HCOM dean and then by the Provost.

Performance Review

Early retired faculty will have their performance reviewed annually in accordance with departmental procedures.
