Bridging Support For Personnel Funded By External Research Grants

In an effort to build and sustain nationally prominent externally-funded research programs, OUCOM will provide its Group I and Group II faculty with bridging support for key personnel during gaps in peer-reviewed external funding. OUCOM will consider requests from a Principal Investigator (PI) for funds to pay the salary and benefits of a grant-funded position on a case-by-case basis, according to the following criteria:

 

A faculty member may request support for one position (full-time or part-time).

   

-This position must have been fully supported for a minimum of one year by a peer-reviewed external research grant with an indirect cost rate of at least 10%.

 

-The faculty member making the request must have served as the PI on the funded proposal.

 

-At least one new or renewal multi-year peer-reviewed research grant proposal with an indirect cost rate of at least 10% that includes full salary support for the position must have been submitted by the PI at least three months prior to the end of the current external funding for the project.

 

-These external funding requests must either be approved, pending or denied prior to the OUCOM bridging support request.

 

-The period of support by OUCOM will not exceed one year.

 

-For approved proposals, a contract will be issued to cover the gap between old and new funding.

 

-For pending and denied proposals, a 12-month contract will be issued by OUCOM for support of the position.

 

-The PI is required to submit at least one additional new or revised multi-year, peer-reviewed research grant proposal with an indirect cost rate of at least 10% that includes full salary support for the position during the 12-month contract period.  Failure to do so will limit the PI’s eligibility for future research funding from OUCOM.

 

-OUCOM support will terminate immediately upon the availability of grant funding.

 

-In the case of multiple requests and limited College funds, preference will be given to (a) proposals already approved for funding and (b) multi-year peer-reviewed research grants that qualify for the full federal indirect cost rate (e.g., NIH, NSF, etc.).

 

A written request for the bridging support contract must be submitted to the Associate Dean for Research & Grants at least 30 days before the requested date of issuance of the contract, and should include:

 

The significance of the position to the research program.

 

-The length of time that the position was supported by external funding.

 

-A copy of the funded grant that last supported the position.

 

-A copy of the proposal for continued funding that is either approved, pending or was denied.  Written notification for approved proposals or reviews and scores for denied proposals must be included.

 

-A plan for acquiring new funds to support the position.  This plan should include:

1.    The funding agencies.

2.    The application deadlines.

3.    A summary statement for each proposed project.

4.    A draft budget for each planned proposal.

 

After consultation with the Research and Scholarly Affairs Committee, the Associate Dean for Research & Grants will make a recommendation to the Dean regarding the bridge funding request.  For positive recommendations, the Dean will make the final decision for approval of the position support pending availability of College funds.
