Guidelines for Granting Credit for
Ohio Osteopathic Hospital Residency
program Participation Toward
the Five (5) Year Practice of Medicine Obligation
in the OU-COM Out of State Admission Contract

 
   
These guidelines are created in order to help accomplish the legislative purpose in establishing the Ohio University College of Osteopathic Medicine and Section 3337-14 ORC wide its purpose of providing primary care physicians to underserved areas in the state of Ohio.

Further, in recognition of this goal and to assist the osteopathic profession's similar goal of providing primary care to Ohio citizens, credit will be provided for completed postgraduate medical education toward the five (5) year contractual obligation according to the following guidelines:
   
  1. If an OU-COM graduate who has signed an Out-of-State Admission Contract in order to be admitted to the Ohio University College of Osteopathic Medicine completes an internship and residency program in a primary care generalists discipline (family medicine, general internal medicine and pediatrics) in an Ohio AOA approved postgraduate program, they will be eligible to apply for a waiver for one (1) and one half years credit for each postgraduate year, provided that the entire program is completed. If the waiver is approved their five (5) year obligation to practice medicine in Ohio will be fulfilled. There will be no prorating for partial completion of the postgraduate program. Note: An AOA approved program is defined as a CORE (Centers for Osteopathic Research & Education) program in the state of Ohio.
     
  2. If an OU-COM graduate who has signed an Out-Of-State Admission Contract in order to be admitted to the Ohio University College of Osteopathic Medicine completes a residency program in a specialty field other than primary care in an Ohio AOA approved postgraduate program, they will be eligible to apply for a waiver to receive credit for one (1) year for each year completed in the residency program in a specialty field (based on the entire program being completed in a CORE program) towards their obligation to practice medicine full-time for five (5) years in the State of Ohio. Graduates completing a CORE internship prior to their specialty residency will be eligible to apply for (1) year credit for the completion of the internship. If the entire completed postgraduate internship and specialty residency is less than (5) years in duration, the graduate approved for a year waiver will be allowed to 'buy out' the remaining year(s) of the (5) year obligation, according to the provisions of the Out-of-State Admissions Contract signed upon admission to the college. There will be no prorating for partial completion of the postgraduate program. Note: An AOA approved program is defined as a CORE program in the state of Ohio.
In accordance with Resolution 1995-1430 adopted June 24, 1995, the Dean of the Ohio University College of Medicine, in consultation with the Provost of Ohio University, may grant such waivers and credit under (1) and (2) above upon the application and review of an OU-COM graduate who has met the Guidelines.
   
Applicants who have completed the requirements of either (1) or (2) above should submit the attached application for waiver to Patricia Burnett, Ph.D., Office of Student Affairs, Ohio University College of Osteopathic Medicine, 014 Grosvenor Hall, Athens, Ohio 45701. Graduates who do not meet the all (total completion in-state) or none stipulation (anything less than the total post-graduate program completed in-state at a CORE), will not be considered for waiver. (The only exception considered would be the closure of an in-state program with no positions available in primary care in the CORE system.)
   
These Guidelines will be in effect for all OU-COM graduates in training in accredited Ohio CORES or enrolled at OU-COM as of July 1, 1995.
