Dear OU-COM students, faculty, staff, and friends,

The OU-COM Strategic Plan (see http://www.oucom.ohiou.edu/strategicplan) will be the basis for allocating College resources to new initiatives for the 04-05 fiscal year. With guidance from the Dean's Advisory Group, I have completed the task of prioritizing elements (specific goals or measures) of the Plan that are the most URGENT to act upon for the 04-05 year. Every issue, goal, and measure in the Plan is IMPORTANT, but several elements have risen to the top in discussions in terms of URGENCY for the coming year.

In the linked document (pdf file), selected Strategic Plan elements are sorted into four groups by level of urgency for action in 04-05, from "Group 1" (most urgent) to "Group 4" (less urgent). Within each priority group, the elements are not prioritized; they are simply listed in the order in which they appear in the plan. For example, Group 1, the most urgent items, contains elements from strategic plan issues 1, 3, 7, 8, 9, and 11, listed in the order in which the elements appear in the Plan.

Now we must begin the process of allocating resources to the most urgent and cost-effective strategic plan elements for the 04-05 year. To determine the cost-effectiveness of strategic plan elements, I need an estimate of cost for each element. Therefore, I've asked the Strategic Planning Issue Groups to provide such a cost estimate in the form of an action plan for each prioritized element.

The action plan for each circled element will include:
  1. A brief description of what needs to be done.
     
  2. Management, in terms of which office or faculty/staff member(s) would take the lead on the action plan.
     
  3. Measurement, in terms of how progress could be measured at the end of the 04-05 year (even for multi-year projects).
     
  4. Cost estimates, in terms of:
  • time required of existing staff and faculty (preferably in fte terms)
  • startup or other one-time-only costs, if any (for new equipment, etc.)
  • ongoing costs, if any (for annual maintenance, ongoing new salary costs,etc.)

I've asked for action plans by mid-June if at all possible. Otherwise, summer schedules may delay action plan development beyond the point of usefulness for 04-05 fiscal planning. Please feel free to contact Strategic Plan Issue Group members if you have suggestions concerning action plans for elements of the plan that have been prioritized as urgent for 04-05.
